How it works

When you set your KEEL_CLOUD_API_KEY environment variable, the Keel skill switches from local file storage to the Threshold Cloud MCP server. Your policies sync across agents. Your WAL entries persist between sessions. Your local files become the fallback if the server is unreachable.

The same Keel skill works in both modes. No separate install. The environment variable is the toggle.
